Leveraging Swiss technical expertise to reconstruct Ukraine’s infrastructure

Ukraine faces massive reconstruction challenges due to Russian aggression. The latest Rapid Damage and Needs Assessment released jointly by the Government of Ukraine, World Bank, European Commission and United Nations in early 2025 estimates the total cost of reconstruction amounts to EUR 506 billion over the next decade. 

Switzerland is among the countries standing by Ukraine. Out of a contribution of CHF 1.5 billion for Ukraine’s reconstruction over the period 2025-28, Switzerland’s Federal Council earmarked CHF 500 million (EUR 538 million) to promote Swiss private sector participation in this endeavour.

This support includes six measures, one of which is the Swiss-Ukrainian Municipal Project Preparation Facility (PPF), which aims to develop feasibility studies for urban infrastructure projects at the municipal level.

NIRAS is leading the implementation of the PPF in partnership with Implenia and Egis Ukraina – and with the Swiss-Ukrainian Reconstruction Agency (SURA) and Municipal Development Institute (MDI) as subcontractors.

The PPF will be implemented in three parts:

·       Delivering full project preparation packages, including feasibility studies, to ensure project readiness for financing

·       Co-financing of measures and projects, as well as assistance in preparing applications and contracts and monitoring of selected projects supporting their implementation

·       Building  a Swiss and Ukrainian business network to enhance bilateral cooperation, outreach and matchmaking.

By catalysing Swiss private sector investment and positioning Switzerland as a strategic partner in Ukraine’s sustainable recovery, the PPF ultimately intends to strengthen the capacity and resiliency of Ukraine’s municipalities.
