Qualifications required:
Qualifications and skills required for the team: - Experts shall have qualifications, skills and professional experience corresponding to the categories defined in the applicable FWC SEA 2023 guidelines. - The team shall collectively demonstrate strong communication, coordination and team-working skills, as well as analytical and drafting capacity. - The team shall demonstrate knowledge of project cycle management and proficiency in relevant IT tools. - Experts shall demonstrate the ability to facilitate multi-stakeholder dialogue and engage effectively with a wide range of stakeholders. General professional experience of the team: - The team of experts shall collectively demonstrate relevant general professional experience in development cooperation, policy processes and multi-stakeholder environments. - Experts shall demonstrate professional experience corresponding to their category, as defined in the applicable FWC SEA 2023 guidelines

Professional experience required:
Specific professional experience of the team: - The team of experts shall collectively demonstrate specific professional experience in areas directly related to the assignment, including coordination mechanisms, policy dialogue processes, facilitation of multi- stakeholder engagement and preparation of analytical and policy-oriented outputs. - Experience in supporting policy formulation and coordination, accountability mechanisms and public administration processes and/or reform will be considered an asset. - The team shall collectively demonstrate experience across relevant thematic areas covered by the coordination mechanisms supported under this assignment, including digital development, transport and infrastructure, energy, education and TVET, agriculture, climate change and environment, blue economy, private sector development and economic policy, as well as governance and public financial management (PFM), or related fields. - Assessment shall be carried out at the level of the team as a whole. - Language skills of the team: Experts shall have an excellent command of English and Portuguese, both written and spoken.

The global objective is to strengthen coordination mechanisms and policy dialogue processes in Mozambique, in particular with regards to the cooperation areas with the European Union. The specific objective is to support the effective functioning of Working Groups and related coordination platforms, contributing to strengthened policy coordination, improved alignment of development cooperation with national priorities, and the implementation of public administration reform, policy formulation and coordination processes.
