Feasibility studies for offshore wind projects

NIRAS has conducted a number of feasibility phase studies to identify optimal offshore wind sites in the general sea area of Japan. These studies helped identify and qualify the best sites for wind resource, technical feasibility, economic viability, and environmental impact for site selection, helping to lay the foundation for future wind farm developments.

The Akita Noshiro Offshore Wind Farm Project

As the first commercial-scale offshore wind farm in Japan, the Akita Noshiro Offshore Wind Farm project marks an important milestone in Japan's Offshore Wind journey. The project is a bottom-fixed offshore wind farm, and NIRAS was commissioned by Kajima corporation, the EPC contractor for the project, to design the temporary steel structures that will enable the turbine towers to be placed in the harbour. The structural design is compliant not only with European structural design standards but also with local Japanese design standards. The construction work for the Akita Noshiro Offshore Wind Farm project has been completed and the project started commercial operations in January 2023.

Technical and environmental & social due diligence for Japanese developers

NIRAS's commitment to supporting Japan's market extends to conducting comprehensive technical due diligence for Japanese developers within and outside of Japan. NIRAS has conducted due diligence on various offshore wind projects, and our reviews encompassed critical aspects such as procurement strategies, structural design, foundation fabrication, construction approaches, electrical systems and environmental and social constraints. Through these in-depth evaluations, NIRAS was able to identify risks and issues and provide sound technical advice, supporting clients in making informed investment decisions.

Owner's engineering for the 2nd round of an offshore wind project

NIRAS provided owner's engineering support to a developer participating in the round 2 auction conducted during the first half of 2023. The project involved comprehensive reviews and advisory services on various aspects including review of pre-FEED foundation design, including compliance review of seismic analysis according to Japanese standards; ClassNK certification planning, including site survey methodology and certification timeline; review of construction methodology, including foundation fabrication, wind turbine supply, offshore transportation and installation, cable engineering, and onshore substation; and identification of interface issues and suggestion on interface management strategy.

Environmental services in partnership with Asia Air Survey

In the summer of 2022, NIRAS and the Japanese company Asia Air Survey signed a Memorandum of Understanding to collaborate in Japan to supply environmental services to offshore wind farm projects. Since then, both partners have worked on projects in both the public sector and private sector to combine their respective know-how around environmental expertise as Environmental Impact Assessments, Ornithology, Underwater Noise and others.
