NIRAS Finland involved in a development programme in Vietnam

The Quang Tri Rural Development Programme hopes to revolutionise the province’s socio-economic development planning with new software.

Socio-economic development planning is an annual event in the municipalities, districts and provinces of Vietnam. The activity requires extensive use of physical, social, economic, environmental and administrative data and the establishment of socio-economic target indicators. The collection of data is tedious and complicated as each village, municipality and district maintains and updates its own database manually. The result is uncoordinated data; reliability and consistency are a major problem.

Storage and consolidation of data across different units
The Quang Tri Rural Development Programme, who uses the consultancy services of NIRAS Finland, and the province’s statistics office came up with the idea of developing software to store and consolidate all of this data with the aim of ensuring data consistency across administrative units. Target indicators stored in the system can be updated quarterly and used to monitor compliance.

English and Vietnamese versions of the software have been successfully developed and an online ‘help’ facility makes it user-friendly. Training courses were held across the prov-ince to test the software. Feedback resulted in minor modifications and the software is now ready for use and widely accepted. The next step is adoption of the software by Quang Tri Province.
