Non Revenue Water Expert, Africa and Asia
NIRAS is seeking Non-Revenue Water Expert for water supply and water utility projects in 2011 and onwards in development countries in Africa and Asia.
Specifically – we are looking for international experts for project in Colombo, Sri Lanka (deadline end September 2011).
Team Leader/ Water supply NRW expert (international, 5 person-months)
The international Water Supply NRW expert will be the Team Leader and will have NRW background and experiences working on NRW issues, will take the lead in NRW assessment. He/ she will calculate the NRW and determine the NRW performance category by using the international NRW assessment Matrix. He/she will establishment the water balance, assess the NRW in the pilot area (JICA TA), review the billing, GIS and other IT systems, and prepare the NRW assessment. He/she will develop the NRW management strategy. He/she should have a degree in water supply engineering or related fields, and at least 15 years of experiences in water supply NRW management
Water Supply Engineer (trenchless and no-dig methods) (international, 2 person months)
10. He/she will guide the work of other team members in making timely and effective inputs required to formulate the project design, and make inputs to improve and ensure coherence of the project design that would suit the local context. He/she will lead the project preparatory and capacity building work for the project. The international Water Supply Engineer will have solid water supply engineering background and especially for the knowledge of trenchless and no-dig methods for the replacement of water distribution network. He/she should have a degree in water supply engineering or related fields, and at least 10 years of experiences in water supply engineering.
Institutional Specialist (international, 3 person months)
11. The consultant should have broad experiences of water utility of institutional setup, preferably with Non revenue reduction background. He/she will coordinate with the international and national Public Private Participation experts, and be responsible for delivering certain suitable institutional setup in related NRW operation for the NWSDB..
He/she will have the following specific tasks as institutional specialist: (i) analysis of the best practice for the NRW reduction such as zone management, (ii) proposal for the new institutional setup related to NRW, (iii) exploring the independent autonomous utility and company or management outsourcing under the NWSDB. He/she will oversee the project institutional preparation with the help of national institutional expert. He/she should have a degree in project and institutional management, institutional and financial management or related fields, and at least 12 years of experiences in water supply utility management.
Public Private Participation expert (international, 1 person months)
12 The international Public Private Partnership expert will review the international best practices and work with institutional experts to come up with a suitable model for the reduction of NRW using private sector participation in operations and maintenance. He/she should have a post-graduate degree in management, and at least 10 years of experience in public private partnerships/ private sector participation in projects in the water supply/ waste water sectors.
Procurement Specialist (international, 2 person months)
13. The international procurement specialist will formulate a procurement plan for the project. He /she will perform the procurement assessment for the implementing agency that will be responsible for procurement under the project, if found that strengthening is required conduct capacity building to the implementing agency. He/she will preparing the draft tender/bidding documentation for the proposed contracts, and ensure that they meet the government’s and ADB requirements. He/she will have a degree in related fields, and at least 10 years of experiences in project procurement, mainly for the water supply project.
Practical 10 to 20 years experience (hands on) is required from water utilities on leakage detection and operation and maintenance of water supply distribution systems and knowledge upon how to transfer capacity of the most appropriate technology to water loss control teams at utility level in developing countries.
