Ethiopia Tana Beles Integrated Water Resource Development Programme

Technical Assistance to the Watershed Monitoring and Evaluation (WME) Component of the Tana Beles Integrated Water Resources Development Project (TBIWRDP) in Ethiopia

The Program Tana Beles Integrated Water Resources Development is part of a cluster of programmes aimed at decreasing poverty through sustainable land use practices in the Tana Beles Growth Corridor in Ethiopia. The Programme is linked to the Nile Basin Initiative, and financed through a loan from the World Bank.

Finland supports the programme in two ways:

  1. Giving a grant to a Trust Fund
  2. Financing Technical Assistance for the design, development and establishment of a Watershed Monitoring and Evaluation system for the overall Programme. This includes the development of a hydrological monitoring programme for the project area.

NIRAS’ Technical Assistance concentrates on: 

  1. Conducting Baseline surveys (socio economic, natural resource and hydrological);
  2. Establishing an M&E, Management Information and hydrological monitoring Systems (“Watershed Monitoring and Evaluation System WME);
  3. Training managers at different levels to use the WME systems for planning;
  4. Developing human and organisational capacity at all levels to implement the WME system;
  5. Institutionalising the WME systems within the stakeholder organisations, and supporting information sharing across components and programmes.

Examples of activities and results:

  • Designing and implementing baseline surveys to study the natural resources, socio-economy and hydrology of the TBIWRD programme area. 
  • Updating and fine tuning the Programme Log Frame and indicator lists through participatory stakeholder consultations. 
  • Designing, testing and establishing an M&E system to be used at Federal, Regional, Zonal, Woreda, Kebele and Community levels. 
  • Designing, testing and establishing a participatory hydrological monitoring programme.
  • Training stakeholders at various levels (from Regional experts to community members) in use of the M&E system, including hydrological data collection, processing and analysis.
  • Supporting the BoARD to institutionalise the use of the established WME systems within the regional government institutions through extensive training and manual and guideline production.
