The main objective of the Appraisal is to provide the Ministry for Foreign Affairs of Finland with an independent review and analysis of the Project for accountability and decision making.
The Appraisal mission assessed whether the Project would be eligible for the use of the Premixed Concessional Credit Scheme for its financing and for soft financing under OECD terms, as well as whether the Project would comply with the Finnish Development Policy Programme, Development Policies of Honduras. Also, the feasibility and the viability of the investment as well as its sustainability and impacts were to be assessed.
