Designing the Cambodia Agriculture and Agribusiness Support Programme (CAASP), Cambodia 2008-2009

The objective of this study was to develop Cambodia’s official agribusiness and agriculture development strategy. This strategy will provide a high level framework through which all Official Development Assistance (ODA) in the sector is to align against. NIRAS carried out the assignment in partnership with URS Australia Ltd., and Emerging Markets Consulting from Cambodia.

The assignment was based on a value chain analysis approach through which a team of 6 consultants over a period of 6 months prepared the programme design.

One fundamental purpose of the assignment was to engage private sector in all stages of the agricultural value chain. This should be done by removing constraints and increasing incentives, so that local entrepreneurs could provide more goods and services and accrue a greater proportion of the value chain.

Examples of activities and results: 

  • Stakeholder analysis of the different segments within the agricultural sector for selected enterprises in selected geographical areas; 
  • Analysis of the policy environment and institutional environment 
  • Identification channels for international and regional markets for agricultural products 
  • Identification possible finance sources 
  • Review of all donor supported activities relevant to agriculture and agribusiness 
  • Identification of core drivers of change within specific sub chains like fruit and rice 
  • Fully- specified investment packages were developed. Packages were approved by the Government of Cambodia, for further consideration for support by ODA partners.
