NIRAS supports processes to improve governance in all parts of society, covering public and private sector as well as civil society at large.
Towards the public sector, NIRAS has extensive experience in the support of performance enhancement and the provision of capacity building at various levels; from local government authorities to sector ministries and central government institutions. NIRAS’ expertise includes institutional capacity development, strategy and policy consultancy and the facilitation of sector reforms. We provide support for change management, for improvement of public sector service delivery and for introduction of efficient systems, procedures and management practices to the public sector.
Furthermore, NIRAS has considerable experience in supporting institutional and organisational development for non-state actors within private sector and civil society, enabling them to play their role as dialogue partners to government, as representatives for different interest groups and as providers of services not covered by the public sector.
NIRAS’ experience in dealing with governance issues is extended to fragile situations in areas affected by or moving beyond conflict and crisis. NIRAS has implemented numerous assignments in fragile areas and is capable of providing the required combination of technical and governance competences to support real change towards stabilisation, human security and sustainable development.
Gender relations and gender rights are cross-cutting issues of relevance in most assignments dealing with people. NIRAS has solid competence in including gender analysis and gender sensitive approaches as an integrated part of our methodology on assignments as varied as macro level policy development, sector wide institution strengthening and local level capacity building.
